Statute of the Secretariat for the Advancement of Science and Technology in the Islamic World
A permanent secretariat is established in Tehran in order to hold and continue the International Congress on Science and Technology in the Islamic world as good as possible and pursue the scientific, executive, and research results of the sessions of the Congress.
Article 1: Objectives
1.1 Establishing and strengthening the identification of and communication between agencies, scientific institutions and research centers in the Islamic world.
1-2 - Establishing and strengthening scientific and research ties between prominent professors, researchers and scholars of the Islamic World.
1.3 - Supporting researchand educational activities of Muslim scholars and the Islamic World.
1-4 - Exchanging experiences and research findings.
1-5 - Collecting and providing the necessary resources in order to introduce Islamic culture, civilization, history, and the philosophy of science in Islam.
Article 2: Duties
2-1- The Secretariat is responsible for the continuous contact with scientific and research institutions and centers in the Islamic world, as well as prominent Muslim scholars and researchers at universities around the world in order to exchange the experiences and research findings and facilitate the cooperation between scholars and institutions.
2-2- The Secretariat should explore and suggest ways to facilitate scientific, educational and research communication.
2-3- The Secretariat publishes the documents and papers to be used by all the participants in the Congress and the public.
2-4- The Secretariat has the responsibility to pursue the decisions of the Congress sessions.
2-5- The Secretariat is responsible for organizing and preparing the main topics of the Congress.
2-6- The Secretariat is responsible for determining and sending the necessary documents to participants of each session of the Congress.
2-7- The Secretariat conducts the negotiations and correspondence with all legal entities in order to hold the Congress as good as possible.
2-8- The Secretariat should hold scientific and executive committees, in order to receive and survey articles and publish the results thereof.
2-9- The Secretariat determines the place and the time of holding each Congress and informs the members and participants of the Congress.
2-10- The Secretariat provides the necessary facilities for Muslim researchers and professors to use scientific, educational and cultural resources and research studies as well as educational and cultural opportunities.
2-11- The Secretariat publishes the report of its activities for each Congress.
2-12- The Secretariat pursues the results of the works of special committees and determines the ways of cooperation between educational and research institutions and centers as well as Muslim scholars.
Article 3: Organization
3-1- The Secretariat works under the supervision of the secretary-general who is elected by the recommendation of the president of the University of Tehran, and the head of the Academy of Sciences, and with the statement of the Minister of Culture and Higher Education.
3-2- The secretary-general’s election is permitted for next terms.
3-3- Programs, policies and bylaws are proposed by the secretary- general and adopted by a majority vote of the executive council of the Secretariat.
3-4- Executive council is composed of seven Muslim scholars which include the secretary-general of the Congress; the head of the Academy of Sciences of the Islamic Republic of Iran; the head of the Third World Academy of Sciences; the president of the University of Tehran; and the presidents of previous and next Congresses, and is headed by the Minister of Culture and Higher Education of the Islamic Republic of Iran.
3-5- The secretary-general is the secretary of the executive council.
3-6- The seven members of the executive council are elected by the members of the Congress for one term.
3-7- Executive council meetings are held at least twice a year and the secretary-general is responsible for pursuing and implementing the legislations of the executive council.
3-8- The Secretariat establishes an office in Tehran with independent budget under the supervision of the University of Tehran.
3-9- This office arranges the coordination between Muslim scientific figures and scholars and Islamic organizations and centers.
3-10- This office prepares the necessary programs for the holding of the Congress which is proposed by one of the science academies or universities and major research centers of Muslim countries.
3-11- Duties and executive bylaws of this office is proposed by the secretary-general and approved by the head of the executive council.
Article 4: Budget
4-1-The Secretariat is responsible for planning the funding for holding the Congress.
4-2- The funds are earned by donationsfrom Muslim countries; public and international centers and institutions; internal and international scientific and executive research centers; voluntary financial help from members; and the sale of publications and research findings.
4-3- The Secretariat provides the necessary facilities and financial help for the participation of Muslim scholars and scientists in the Congress.
4-4- Secretariat's budget and financial documents shall be adjusted in accordance with state laws and regulations.
4-5- The Secretariat examines various financial resources to help the organizationand the country that is the host of the Congress.
Internal Bylaw of the Secretariat for the Advancement of Science and Technology in the Islamic World
The efforts of scientists, scholars and academicians lead to the enhancement of science and technology which are the bases of industrial, economic and social developments in any society.
Communication and cooperation between Iranian scientists and other Muslim scientists is very important in the establishment of a scientific network for the exchange of experiences and for the enhancement of scientific density of the country. In order to have such a network, we need a coherent and purposeful organization. For this purpose, the establishment of The Secretariat for the Advancement of Science and Technology in the Islamic World (SASTIW) was approved by the Academy of Sciences of Third World Countries; Academy of Sciences of the Islamic Republic of Iran; and the Ministry of Science, Research and Technology in May 1993 and SASTIW was established at the University of Tehran.

Part I: The Supreme Council
Article 2: Members of the Supreme Council
The Supreme Council consists of 7 qualified professors from Iran and other Muslim countries including the president of the University of Tehran, the president of the Islamic Republic of Iran's Academy of Sciences, the secretary of Iran's Scientific Research Council or his/her representative; and the secretary- general. These people are appointed with the recommendation of the secretary- general and with the statement of the president of the University of Tehran.
Article 3: Duties of the Supreme Council
1. Approval of the principal and executive policies, and the supportive priorities of the Secretariat.
2. Proposing the Internal bylaw and executive plans.
3. Establishing links between academic and research centers as well as prominent scientists.
4. General supervision over the activities of the Secretariat.
5. Reviewing and approving proposals sent to the Secretariat.
6. Approval of establishment or abolition of affiliated offices abroad.
7. Approval of reducing, increasing, or changing in the number of Supreme Council’s members.
8. Approval of reform or change in the statute recommended by the secretary- general
9. Earning funds from relevant resources and getting credit from banks, private and public companies, and institutions.
10. Suggestions for attracting funds and investment from scientific and research centers in Muslim countries.
Part II: The Secretary-General
Article 4: The Secretary-General
The secretary-general is the highest position in the Secretariat appointed by the statement of the President of the University of Tehran.
Article 5: Duties of the Secretary-General
1. Enforcing all the legislations of the Supreme Council.
2. Running and directing the Secretariat within the framework of the statute of the Secretariat.
3. Appointment and dismissal of employees of the Secretariat and determining their salaries based on laws and regulations.
4. Proposing amendments or changes in the statute to the Supreme Council.
5. Publishing magazines or scientific journals in order to achieve the objectives of the Secretariat.
6. Preservation of movable and immovable assets of Secretariat.
7. Preparation of the annual activities' report of the Secretariat and submitting it to the Supreme Council.
8. Signing all financial documents.
Note 1: The Supreme Council meetings are held at least twice a year. If necessary, the secretary-general may arrange an extra session with prior notice.
Part III: The Secretariat
Article 6:The secretary-general may appoint an assistant as a coordinator in academic and executive affairs and may delegate part of his authority and duties to the assistant.
Article 7:The sections of international and information affairs; and financial and support work as subdivisions of the deputy of the coordination of academic and research management.
Article 8:Scientific and research manager is appointed by the secretary- general for a term of four years and is responsible for the following tasks:
1. Supporting research and educational activities of the relevant scientists and researchers.
2. Providing the opportunity for the exchange of experiences and application of the results of research studies.
3. Defining joint research projects and setting scientific and research priorities in order to fulfill the objectives of the Secretariat.
4. Making policy and holding national, regional, and international conferences, seminars, and workshops to exchange scientific experiences and promote science and technology in the country.
5. Pursuing the duties assigned by secretary-general or the deputy of the coordination of scientific and executive affairs.
6. Organizing the library and academic publications of the Secretariat.
Article 9:Director of the International Affairs is appointed by the secretary- general for a term of four years and is responsible for the following tasks:
1. Identifying Iranian and Muslim scientists, scholars and researchers and communicating with them.
2. Directing the website of the secretariat and creating the database of scientists and researchers.
3. Inviting the above-mentioned people to participate in training and research programs in the country.
4. Working on the establishment of a scientific cooperation fund within the framework of Islamic countries’ cooperation.
5. Establishing agencies of the secretariat in other countries with the cooperation of Muslim scholars and examining the ways of granting scholarships and sabbatical in the secretariat.
6. Pursuing duties assigned by the secretary-general or the deputy of the coordination of the scientific and executive affairs.
Article 10:The manager of financial and support affairs is appointed by the secretary-general for a term of four years and is responsible for the following tasks:
1. Providing the fund required for subordinate units within the framework of the approved budget and financial and transactions’ regulations of the Secretariat.
2. Setting up the documents for the expenses and accounts of the Secretariat.
3. Conducting the financial affairs and accounting within the framework of financial and transactions’ regulations.
4. Writing financial and accounting reports to present to the secretary-general.
5. Offering proposals to improve the executive and supportive procedures of the secretariat.
6. Taking the responsibility of the staff and administrative affairs of the secretariat.
7. Pursuing other duties assigned by the secretary-general or the deputy of the coordinator of scientific and executive affairs.
Part IV: Budget
Article 11:The Secretariat's budget, considering its aims and missions as stated in the secretariat’s statute, is provided from public funds and spent within the framework of the financial regulations of the secretariat.
Article 12:The Secretariat, can also earn budget through the aid from Muslim countries; public and international centers and institutions; internal and international scientific and executive research centers; voluntary financial help from members; and the sale of publications and scientific data, as well as holding workshops.
